Decision 0014 — Accept RP006 implementation preparation

Accept research/RP006/RP006_IMPLEMENTATION_REVIEW.md, the preserved known-domain engineering preflight and the concrete source-freeze proposal. Producer and independently coded verifier agree on all declared artifacts; twenty-four added software controls pass. Preserve implementation source 670af03aa058e74238d11e00a1c948cf703cea9e in canonical ancestry and optionally anchor it with the immutable rp006-preparation-001 tag.

The finite classifications were observed during preparation and are disclosed. This is a software preflight on known RP004 constructions, with no registered research Test, recorded audit or scientific Result. Its resource measurements cover a cooperative single-process computation; the external suspension-aware execution supervisor and durable recorded wrapper still require review.

Keep RP006 PLANNED and Cycle 02 OPEN at 0/9. Source freeze, Test registration and the actual pre-execution methods/graph/source checkpoint remain pending. Add only D-0014 (43 living records); Q-3 and Q-4 stay ACTIVE, with no scientific support edges or new Claim/Assumption/Test/Result. Preserve the initial entry plan, published Cycle 01, all earlier Results and the frozen baseline. Publish the implementation/preflight/proposal readers on both English Sites after the checked merge.
