Date: 2026-10-11. Status: ACTIVE. Explicit internal post-outcome package decision. The user requested continuation after the completed audit and the proposed package-disposition review.
Decision
Accept the declared finite RP-004 commitment as completed. Set RP-004 to CLOSED and resolve Cycle 01's rp004 obligation as completed. Retain resolved RP002A/RP003 and all 13 equal-weight obligations; the other 10 stay unresolved. Cycle 01 remains ACTIVE with 3/13 resolved (23.1%). Q-0 and Q-4 remain ACTIVE.
Evidence and rationale
research/RP004/RP004_PACKAGE_REVIEW.md explicitly assesses G0–G4 and auxiliary C4, construction-derived ground truth, R0–R3, six exact query families, merge semantics, complete verification and interpretation limits against the unchanged baseline and pre-outcome supplement. All 864 decoder rows and 60 case-pair/projection comparisons independently replay. Fifteen input hashes, six output hashes, the complete file inventory and resource bounds pass.
All outcomes are retained: R0/R1/R2/R3 have 90/141/201/216 correct answers and 126/75/15/0 UNKNOWN answers per 216 queries, with zero wrong answers. Conflicting identical-projection pairs number 15/2/1/0, with 129/9/3/0 query witnesses. The scoped Result remains VALID. R1 can lose a merge parent; R2 can collapse copy/fork operation and availability distinctions. These complete the finite commitment without establishing universal R3 necessity, optimal encodings, metaphysical identity or a novelty claim. UNKNOWN remains abstention, not a false fact or automatic impossibility proof.
No new run, changed construction/query, filtered answer, count reclassification or broad Claim promotion is created. Frozen inputs, run, Test, Result and audit-stage report remain unchanged. Current views identify the original report as the snapshot before this disposition.

This is internal review, not external peer review or whole-Cycle synthesis. It completes no checkpoint, graph review, Foundation Review, transition or close bundle. Extensions remain open directions requiring new scoped protocols, rather than accepted transfers to an invented receiving Cycle.
Proceed to RP005A protocol preparation next. This decision starts no RP005A execution and asserts no restriction benefit. A material artifact, replay, coverage, collision or methodological defect requires a new Decision to reopen RP-004 and revisit its obligation; original evidence stays preserved.
