Decision D-0021 — Accept Cycle 02 transition review

Date: 2026-10-12. Decision: accept the bounded Transition Record and select preparation of a new finite lineage-construction challenge as the next research direction.

Resolve only Cycle 02's transition obligation. Cycle 02 remains OPEN at 8/9; the close bundle and canonical knowledge snapshot remain open. The selected direction tests whether the registered RP006 whole-field mask classifications transfer to a new, separately specified finite corpus with varied state payloads and more than three entities, using the existing query families unless a later reviewed scope decision changes them.

This is not a Cycle 03 entry, package/Test registration, resource allocation, source freeze or research authorization. A separate entry review must satisfy the prior-art, protocol, independent-truth, implementation, resource and actual pre-execution gates. No Question, Result, package, baseline or foundation status changes.
