Cycle 02 — Foundation Review 2
Date: 2026-10-12. Internal foundation review after the RP006 result disposition and Cycle 02 graph review. Evidence cutoff: c0168659a47b4c9f9cd133d19066ea8e145d1d91. Scope: adequacy for the registered finite commitments, not a final ontology or theory.
Contract assessment
| Contract | Evidence assessment | Disposition and boundary |
|---|---|---|
| PC01 continuation/preservation | RP003 separates local, endpoint, prefix and variation criteria; RP004/RP006 answer declared genealogy inquiries over fixed constructions. | Retain FROZEN. The finite counterexamples and query answers depend on declared subjects, paths and criteria; they do not select a universal identity relation. |
| PC02 representation/inquiry | RP002A compares fixed predictive procedures and budgets; RP004/RP006 test projection sufficiency for explicit finite query families. | Retain FROZEN. Sufficiency is inquiry-relative. The RP006 whole-field minima apply only to its six reused cases and eight-mask class, not unseen queries or bit complexity. |
| PC03 admissible reachability | RP005A separates fixed-source inclusion from planner-selected endpoint coverage under supplied restrictions. | Retain FROZEN. Keep source, admissibility, horizon, target and policy explicit. The finite results establish neither indefinite safety nor learned-policy benefit. |
| PC04 revision | No executed revision-governance package or Result in this Cycle. | Retain DRAFT; Q-1 remains OPEN. |
| PC05 relational sufficiency | No executed package comparing relational information with local properties for a declared explanatory target. | Retain DRAFT; Q-5 remains OPEN. |
| PC06 structural transfer | The packages have no shared discriminating transfer map with independently checked preserved consequences. | Retain DRAFT. Similar terminology and graph traceability do not establish cross-package unification. |
Cycle 02's explicit masks refine one finite PC02 inquiry. They do not amend baseline v0.1 or exhaust what a representation must retain for other inquiries. Future changes require a new dated review or an explicit baseline amendment, not silent rewriting.
Formal capability and foundation candidates
The accepted Results are expressible in existing structures: probabilistic prediction and representation maps, path/metric comparisons, directed genealogy and finite projections, and finite graph reachability/reward planning. RP006's retained-field classifiers and collision certificates are also ordinary finite enumeration over a declared class. No recurring inability of existing mathematics to express a completed finite task has been demonstrated.
The RP003 tolerance counterexamples are behaviors represented by the contract, not proof that metric mathematics is deficient. RP004/RP006 projection conflicts identify information absent relative to their inquiries, not a deficit in genealogy structures. RP005A's coverage changes are consequences of supplied rewards, restrictions and finite horizons. None requires a new formal system or preferred ontology.
Transformation-first, relation-first, distinction-first, event-first and state-transition candidates remain parked hypotheses. The five Results do not compare these candidates under a shared discriminating task. Vocabulary counts, graph edges and co-occurring themes are not a foundation test. Q-4's possible reduction to Q-3 remains unestablished.
Governance and external limits
Keep PC01–PC03 FROZEN and PC04–PC06 DRAFT. Preserve negative, equivalent, indeterminate, conflict and abstention outcomes; package CLOSED and Result VALID statuses remain scoped dispositions. The historical Cycle 01 checkpoint timing deviation remains documented and is not retroactively repaired. The incomplete RP002A attempt remains separate from its later confirmation.
Targeted prior-art reviews are not exhaustive novelty clearance. External scientific and foundational peer review has not occurred. DAM/DAM X primary-source and survival judgments remain limited to the separately documented report-scoped pilot. No question-set completeness, cross-domain unification or final theory is established.
Disposition
No baseline amendment, new Claim, Assumption instance, formal-capability promotion or research execution follows. D-0019 accepts this review alongside Synthesis Review 1 and resolves only those two Cycle 02 obligations. Cycle 02 remains OPEN at 5/9; Q-3/Q-4 remain ACTIVE and Q-1/Q-5 remain OPEN. Revisit this assessment only through a new Decision when a material Result defect, repeated formal deficit or tested transfer map changes its basis.
