Decision 0013 — Open Cycle 02 for lineage sufficiency preparation
Date: 2026-10-12. Status: ACTIVE. Explicit internal entry review following D-0011's selected transition and D-0012's verified close/publication.
Accept cycles/cycle-02/CYCLE02_ENTRY_REVIEW.md and RP006's bounded operational design/method review. Open Cycle 02, Query-relative Lineage Sufficiency, with one PLANNED package and nine equal unresolved obligations (0/9, 0%). Preparation is selected; actual implementation/resource/source-bound pre-execution acceptance remains required. This decision authorizes preparation and publication, not a recorded research run.
Retain the disclosed six RP004 constructions, eight whole state/complete-parent/birth-kind masks and two inquiry families. Feasibility concerns identical projections with exact query-truth conflicts; inclusion-minimality is relative to this finite mask class. Preserve known-outcome disclosure, all negative handling and independent-verifier/resource/deadline requirements. No fresh confirmation, universal whole-history necessity, new theory, baseline amendment or novelty clearance follows.
Create RP-006, D-0013 and SRC-FD2026 only (42 living records); keep Q-3/Q-4 ACTIVE and all earlier scientific statuses unchanged. No Test/Result/Claim/Assumption instance or scientific support edge is added. The original published Cycle 01 manifest, close files and immutable anchor remain preserved. There is no unresolved obligation transfer or implicit legacy inheritance.
Publish the current OPEN Cycle 02 view at 0% while retaining Cycle 01's separate PUBLISHED 100% archive. After the checked merge, an immutable cycle-02-open tag may anchor this accepted entry. Later activation, scope changes, run authorization or closure require new evidence/review; preserve the initial entry and denominator.
