Decision 0009 — Synthesis and foundation reviews

Date: 2026-10-12. Status: ACTIVE. Explicit internal self-review decision following the user's request to continue the next Cycle review stage.

Decision and evidence

Accept Synthesis Review 1 and Foundation Review 1 as completed for the four finite package commitments. Resolve only Cycle 01 obligations synthesis and foundation, with their respective review and this decision as evidence. Retain all thirteen equal weights. Cycle 01 remains ACTIVE at 8/13 (61.5%), with five obligations unresolved.

Synthesis Review 1 compares conditional predictive history, local/path preservation, genealogy-query sufficiency and structural reachability versus planner selection. It preserves distinct denominators, all negative/equivalent/indeterminate outcomes and package boundaries. Common contract discipline is an internal design lesson, not a universal scientific Claim or tested cross-domain transfer.

Foundation Review 1 finds no recurring formal deficit established by these finite tasks. Retain PC01–03 FROZEN, PC04–06 DRAFT and baseline v0.1 unchanged. Foundation candidates remain parked; Q-4 reduction remains unproved. No ontology, new mathematics, novelty clearance or legacy survival judgment is selected. This internal review is not external peer review.

Preserved record and limits

The four packages stay CLOSED and their four Results VALID. Q-0/Q-2/Q-3/Q-4 remain ACTIVE; Q-1/Q-5 remain OPEN. No existing typed record or research artifact changes. D-0009 adds one Decision to the living inventory (35 records); the D-0008 historical 33-record graph snapshot and checkpoint tag remain unchanged. No inferred scientific relation, new Claim or Assumption instance follows.

Keep the incomplete first RP002A attempt, its clock incident, separate fresh confirmation, immutable pre-outcome inputs and original audit-stage documents. Carry the missed pre-RP004/RP005A Checkpoint A timing deviation forward; accepting a late review is not backdated approval.

Remaining work and reopening

DAM X pilot, What Changed, What Remains Open, transition/Cycle 2 decision and close bundle remain unresolved. Next produce What Changed and What Remains Open; DAM X still requires supplied sources or a later explicit documented disposition. No invented receiving Cycle, final knowledge snapshot, close tag or new research execution is created.

A material artifact/method defect, invalidated Result, incorrect cross-package inference, recurring formal deficit, scoped transfer evidence or source-backed legacy finding requires a new Decision and review of affected obligations. Preserve this dated decision and all original evidence. Publication versions/deployments are recorded separately after successful deployment.
