Decision 0012 — Close Cycle 01

Date: 2026-10-12. Status: ACTIVE. Explicit internal review of the twelve accepted obligations, mandatory close output index, preserved evidence inventory and completed knowledge state.

Accept cycles/cycle-01/close/CLOSE_BUNDLE.md and its canonical snapshot guide/inventory. Resolve the final close-bundle obligation as completed and set Cycle 01 to CLOSED at 13/13 (100%) together. The checked completed close commit becomes snapshot_ref; the immutable cycle-01-close tag points to that same SHA. A metadata pin after assembling the completed commit avoids a self-referential hash and does not revise any scientific evidence. Use a history-preserving merge so the exact close commit remains an ancestor of main.

All mandatory categories are present: initial manifest/questions, packages and protocols, positive/negative/equivalent/indeterminate results, incomplete attempts and deviations, synthesis/foundation reviews, What Changed/Open, canonical knowledge snapshot and transition. The original RP002A interruption and missed checkpoint remain documented; no retrospective approval is asserted. No INVALIDATED Result exists at this cutoff; the incomplete attempt is not relabelled as one.

Closure is a finite-governance disposition. Preserve the four CLOSED packages and four VALID scoped Results, Q-0/Q-2/Q-3/Q-4 ACTIVE, Q-1/Q-5 OPEN, and baseline v0.1. Preserve every original registration, input freeze, audit artifact and prior dated review. The report-scoped pilot's primary-model and survival limits remain explicit. Add only D-0012 to the graph (39 living records); no Claim, Assumption, support relation, experiment, ontology or baseline amendment follows.

After both public Sites successfully deploy the accepted close content, record their actual publication identities and move the living manifest to PUBLISHED with publication references. This is fulfillment of the same accepted close/publication decision; it preserves the CLOSED snapshot and full ring. No deployment success is claimed in this pre-publication decision.

The selected lineage direction remains preparation only. Cycle 02 needs separate entry, operational scope, prior-art review, independent ground truth/verifier, source freeze, resource preflight and pre-execution acceptance. Open scientific questions and missing primary legacy sources remain visible. Material defects, invalidated Results or source discoveries require a new Decision and affected-status review; never move the close anchor or overwrite the old evidence.

Internal self-review accepts coverage and honest scope/negative handling. Automated checks confirm integrity rather than scientific truth or external review.
