Decision 0010 — Change and open-work records

Date: 2026-10-12. Status: ACTIVE. Explicit internal self-review decision following the user's request to continue with the two remaining review records.

Decision and evidence

Accept cycles/cycle-01/reviews/WHAT_CHANGED.md and WHAT_REMAINS_OPEN.md. Resolve only the what-changed and what-open obligations as completed, citing the respective record and this decision. Retain thirteen equal weights and existing dispositions. Cycle 01 remains ACTIVE at 10/13 (76.9%); DAM X, transition/Cycle 2 decision and close bundle remain unresolved.

What Changed distinguishes prospective controls from subsequent audited evidence, scoped interpretation from universal inference, and governance/publication changes from scientific Question resolution. What Remains Open links each Question's current boundary to discriminating future evidence, records method/literature/graph limits and the legacy source dependency, and lists remaining close gates. A bounded representation-sufficiency candidate is for transition assessment only, not an accepted package or execution instruction.

Preserved statuses and artifacts

The four packages stay CLOSED, their four Results VALID, Q-0/Q-2/Q-3/Q-4 ACTIVE and Q-1/Q-5 OPEN. Retain all negative/equivalent/indeterminate outcomes, incomplete first RP002A attempt and separate fresh confirmation, input freezes, original Test/audit-stage reports, dated prior reviews, checkpoint timing deviation and immutable checkpoint snapshot/tag. Baseline v0.1 and the existing formal contracts stay unchanged.

D-0010 adds one Decision to the living inventory (36 records). The historical graph review still binds 33 records at its own source commit. No existing graph record, automatic scientific relation, new Claim/Assumption instance, novelty claim or question-status promotion follows. This is internal self-review plus automated integrity checks, not external peer review.

Next work and limits

Next assess the DAM X source gate and an explicit evidenced disposition, then prepare the Transition Record before closure. Current repository inventory supplies only its dependency README and archaeology template, not historical source units. This decision does not itself resolve DAM X, create an invented receiving Cycle, freeze a Cycle 2 plan, execute research, produce a final snapshot or close the Cycle.

Revisit through a new Decision if a material defect, invalidated Result, mistaken change assessment, source-backed legacy finding or newly accepted scoped work alters this record. Preserve historical bytes and document subsequent corrections. Successful site publication provenance is recorded separately.
