# Decision D-0020 — Accept Cycle 02 change and open-work records

Date: 2026-10-12. Decision: accept the bounded Cycle 02 change record and open-work register.

Accept `CYCLE02_WHAT_CHANGED_001.md` and `CYCLE02_WHAT_OPEN_001.md` as evidence for the `what-changed` and `what-open` obligations only. The records preserve the accepted finite scope, reused RP004 cases, methodological boundaries, current question statuses and the distinction between internal review and external review.

Resolve only those two obligations. Cycle 02 remains OPEN at 7/9. The transition record/Cycle 03 decision and close bundle/knowledge snapshot remain open. All package and Result statuses, Q-0/Q-2/Q-3/Q-4 ACTIVE and Q-1/Q-5 OPEN, PC01–PC03 FROZEN and PC04–PC06 DRAFT remain unchanged. No new run, baseline amendment, broad Claim, Question resolution or Cycle 03 transition is authorized.
