# Decision D-0019 — Accept Cycle 02 synthesis and foundation reviews

Date: 2026-10-12. Decision: accept the bounded internal Cycle 02 synthesis and foundation assessments.

Accept `CYCLE02_SYNTHESIS_REVIEW_001.md` and `CYCLE02_FOUNDATION_REVIEW_001.md` as complete evidence for Cycle 02's `synthesis` and `foundation` obligations. The reviews compare all five VALID finite Results without pooling unlike denominators, preserve negative and indeterminate outcomes, and distinguish structural traceability from scientific support.

Resolve only those two obligations. Together with the three previously accepted obligations, Cycle 02 remains OPEN at 5/9. Keep PC01–PC03 FROZEN and PC04–PC06 DRAFT; Q-0/Q-2/Q-3/Q-4 remain ACTIVE and Q-1/Q-5 remain OPEN. No broad Claim, Question resolution, baseline amendment, Cycle 03 transition or additional research run is authorized by these reviews.
