# Decision D-0018 — Accept Cycle 02 graph review

Date: 2026-10-12. Decision: accept the complete forward/backward graph reconstruction as an internal structural review.

Accept `cycles/cycle-02/reviews/CYCLE02_GRAPH_REVIEW_001.md` and its immutable inventory as complete evidence for the `graph-review` obligation only. The snapshot reconstructs 49 records, 22 declared relations, 124 typed references and five Result provenance traces from source commit `fbc76e0209819fa7f24499162349c81db4adf3eb`; schema and reference validation pass.

Resolve only Cycle 02's `graph-review` obligation. Along with the two obligations resolved by D-0017, Cycle 02 remains OPEN at 3/9. Keep all Question, package and Result statuses unchanged: Q-3/Q-4 remain ACTIVE, Q-1/Q-5 remain OPEN, and the five finite Results retain their existing VALID status. Structural linkage is not transitive scientific support. This decision authorizes no experiment and makes no Claim, baseline, transition or Cycle-closure decision.
