# Decision 0007 — RP005A Cycle 01 package disposition

Date: 2026-10-11. Status: ACTIVE. Explicit internal post-outcome package decision. The user requested continuation after the completed audit and proposed package evaluation/disposition.

## Decision

Accept the declared finite RP-005A commitment as completed. Set RP-005A to CLOSED and resolve Cycle 01's `rp005a` obligation as `completed`. Retain RP002A/RP003/RP004 resolutions and all thirteen equal-weight obligations. The other nine remain unresolved. Cycle 01 stays ACTIVE with 4/13 resolved (30.8%); Q-2 remains ACTIVE.

## Evidence and rationale

`research/RP005A/RP005A_PACKAGE_REVIEW.md` explicitly assesses structural inclusion, V0–V2 and auxiliary C0, greedy/short/sufficient horizons, primary/secondary coverage, selection/deletion decomposition and all limits against the unchanged baseline and pre-outcome supplement. All 24 planner rows, 12 paired comparisons and 35 source certificates independently replay; raw and B=3 inclusion each check 313 ordered pairs. Sixteen input hashes, seven output hashes, complete inventory and resource bounds pass.

Retain two positive, four zero and six negative comparisons. V1 gains +1/5 at H=1/2 through endpoint selection, with zero gain at H=4. V0 stays zero. V2 loses -1/5 through selection and C0 loses -1/5 through future-path deletion at every horizon. The five-target denominator is unchanged. Pure edge removal creates no structural option. The scoped Result stays VALID; these deliberately disclosed finite controls are neither empirical frequencies nor universal restriction benefits.

No new run, changed parameter, filtered outcome or broad Claim is created. Frozen inputs, Test, Result, run and audit-stage report remain unchanged. Current views identify that report as the snapshot before disposition. Closure accepts the delivered finite commitment rather than an optimal restriction strategy, learned-rule advantage, viability-kernel computation, novelty claim or normative theory.

This is internal review, not external peer review. No Checkpoint A, research-graph validation, Synthesis Review, Foundation Review, transition or close bundle is completed by this decision. Proceed to Checkpoint A and the required graph review next; keep DAM X's supplied-source gate and unresolved obligation visible. No pilot, blocked disposition or Cycle 2 receiving commitment is invented.

A material artifact, hash, replay, coverage, resource or interpretation defect requires a new Decision to reopen RP-005A and revisit its obligation. Preserve original evidence and record any changed assessment separately.
